Tom Tull, CFA, serves as a Member of the Board of Trustees for the Dallas Police & Fire Pension System, appointed by the Mayor of Dallas. In this role, Mr. Tull brings over four decades of investment experience to oversee and guide the pension system, which serves the dedicated police officers and firefighters of Dallas. His expertise in managing large-scale public pension plans, combined with his deep understanding of both private and public capital markets, makes him a key figure in ensuring the long-term financial health and stability of the pension system.
Mr. Tull’s role on the Board of Trustees is crucial in shaping the investment strategies and policies that govern the pension system’s assets, ensuring they meet the retirement and financial needs of the city’s first responders. Before his appointment to the Dallas Police & Fire Pension System, Mr. Tull had a distinguished career, most notably as the Chief Investment Officer at the Employees Retirement System of Texas (ERS), where he managed a ~$35 billion public pension plan. His tenure at ERS involved overseeing all aspects of public and private market investments, including private equity, private credit, real estate, global credit, and hedge funds.
In addition to his role with the Dallas Police & Fire Pension System, Mr. Tull is actively involved in various advisory capacities. He serves as a Senior Advisor at Star Mountain Capital, where he provides strategic insights to help maximize the value of investments. His extensive background also includes founding Gulfstream Global Investors, an international equity management firm, and holding leadership positions at The LTV Corporation and The Cleveland-Cliffs Iron Company.
Mr. Tull is a Chartered Financial Analyst (CFA) and holds a B.S. in Finance from The Ohio State University and an M.B.A. from Xavier University. He is recognized as a thought leader in the investment community, with numerous accolades, including the CIO Industry Innovation award and Institutional Investor Public Funds CIO of the Year.
